- "RODNEY, CAESAR (1728-84), American patriot, signer of the Declaration of Independence. Born near Dover, Del., he held several local offices, served in the colonial legislature, and in 1765 was a delegate to the Stamp Act Congress. A member of the Continental Congress from 1774 to 1776, Rodney rode 80 mi. on horseback to arrive in Philadelphia in the late afternoon of July 2, 1776, and cast the critical ballot for independence. During the Revolution he was a general of the Delaware militia. Again in Congress in 1777-78, he was from 1778 to 1782 President of Delaware."
